RFP Title: Franklin County Economic Development Strategic Plan
RFP Opening: June 1, 2018 at 2:00 P.M. Proposals MUST be received by 2:00 p.m on or before that date. Proposals received after this date and time must be automatically rejected. The time clock machine in the Purchasing Department will serve as the official record for recording bid submissions.
The Franklin County Economic Development and Planning Department (“EDP”), which serves as the Franklin County Board of Commissioners (“County”) primary economic development organization, is soliciting proposals from a qualified consultant or team (“Respondent”) to aid in providing Franklin County, Ohio with a broad, actionable, and impactful economic development strategy, hereafter referred to as the “Franklin County Economic Development Strategic Plan” (“EDSP”). Respondents to this RFP will represent a firm, company, team or individual possessing experience and expertise in working with local government officials and the public to solicit input on public programs, conducting evaluations of economic development activities and programs, identifying innovative solutions to complex public policy challenges and composing forward looking strategic planning documents for large urban counties and/or regions.
The County is interested in gaining a broader perspective on the challenges facing Local Economic Development Organizations operating within the geographical boundaries of Franklin County, a vision for EDP’s role within the local economic development landscape, an understanding of EDP’s past performance (particularly as it relates to the Smart Works portfolio of economic development programs) and suggestions for new activities and programs the County could implement in order to help solve the region’s economic development-related challenges.

ROSEVILLE – Nearly a decade of grant-funded projects are transforming the village of Roseville.
Few will have the impact of a the new supermarket building. “It will be the centerpiece of a new downtown,” said Heidi Milner, the village’s fiscal officer.
It is nearing completion on part of the former Ungemach Pottery site on Potters Lane. Construction was funded by $750,000 in grants, the bulk of which was a USDA Rural Development Grant, and local investment. The new building features a grocery store, restaurant space and a walk-up window that could be used for ice cream orders. Garage doors on each side of the dining area will give it a pleasant summer atmosphere, as will a patio behind the building that opens facing the levy.read more
Midway Market in Ostrander is set to double its size and add much-needed services, thanks in part to a loan facilitated by Consolidated Cooperative.
Ostrander’s only convenience store and gas station, Midway Market will double the square footage of the convenience and grocery store and add a car and pet wash.read more
