SUMMARY:  The Franklin County Board of Commissioners, on behalf of Franklin County Economic Development is seeking Proposals for an Economic Development Strategic Plan.

RFP Opening:   June 1, 2018 at 2:00 P.M.  Proposals MUST be received by 2:00 p.m on or before that date.  Proposals received after this date and time must be automatically rejected.  The time clock machine in the Purchasing Department will serve as the official record for recording bid submissions.

The Franklin County Economic Development and Planning Department (“EDP”), which serves as the Franklin County Board of Commissioners (“County”) primary economic development organization, is soliciting proposals from a qualified consultant or team (“Respondent”) to aid in providing Franklin County, Ohio with a broad, actionable, and impactful economic development strategy, hereafter referred to as the “Franklin County Economic Development Strategic Plan” (“EDSP”). Respondents to this RFP will represent a firm, company, team or individual possessing experience and expertise in working with local government officials and the public to solicit input on public programs, conducting evaluations of economic development activities and programs, identifying innovative solutions to complex public policy challenges and composing forward looking strategic planning documents for large urban counties and/or regions.

The County is interested in gaining a broader perspective on the challenges facing Local Economic Development Organizations operating within the geographical boundaries of Franklin County, a vision for EDP’s role within the local economic development landscape, an understanding of EDP’s past performance (particularly as it relates to the Smart Works portfolio of economic development programs) and suggestions for new activities and programs the County could implement in order to help solve the region’s economic development-related challenges.
