Planning and Zoning Manager
City of Groveport, Ohio
The City of Groveport, a growing community in southeastern Franklin County, is seeking a Planning and Zoning Manager to oversee day-to-day zoning administration and long-range community planning. The position serves as primary staff liaison to the Planning & Zoning Commission and Board of Zoning Appeals.
Key responsibilities
- Review subdivision, commercial, and other development applications for compliance with zoning codes, land use plans, and city ordinances
- Prepare staff reports and recommendations for the Planning & Zoning Commission, Board of Zoning Appeals, and City Council, and attend evening meetings and public hearings
- Help develop, update, and implement the city’s comprehensive plan and focus area plans
- Assist with new legislation to modernize the Planning & Zoning Code (density, parking, landscape screening, etc.)
- Provide guidance and presentations to boards, civic groups, businesses, and the public
- Coordinate project review with internal departments and outside agencies
- Work with code enforcement on zoning complaints and field inspections
- Assist in managing the city’s GIS and related data reporting
Qualifications
- Bachelor’s degree in city and regional planning or a related field (required)
- Graduate work in planning and/or three to five years of public sector experience (preferred)
- AICP certification (preferred)
- Valid Ohio driver’s license
Knowledge, skills, and abilities
Knowledge of:
- Land use and development principles, practices, and methods
- Community development and the planning process, including techniques to involve citizens
- Project management
- Floodplain maps and the local geographical area
Skill in:
- Responding to questions promptly and thoroughly, orally and in writing
- Patiently explaining complicated planning concepts in understandable terms
- Presenting to groups in public
- Software including AutoCAD, Adobe Creative Suite, ESRI GIS, and SketchUp
- Composing correspondence with proper grammar and punctuation
Ability to:
- Read, interpret, and critically evaluate schematic-level planning documents, construction documents, and engineering plans
- Interpret and advise on how policies, procedures, and standards apply to specific situations
- Research and write planning and zoning reports
- Develop and standardize procedures to improve the efficiency of planning services
- Investigate and respond to problems and complaints professionally, and take corrective action
- Handle confidential material in strict confidence
- Work irregular hours (evenings, weekends, holidays) and during special events
- Use independent judgment and operate without clear expectations, precedent, or procedures
- Develop innovative land use and process solutions that coordinate multiple disciplines
- Build positive working relationships with community stakeholders, City Council members, management, and staff
Salary range: $63,789.44 to $82,934.80 ($30.67 to $39.87 per hour)
