The City of Middletown is seeking a strategic and collaborative leader to serve as Community & Economic Development Director, guiding initiatives that strengthen the city’s economic base, attract investment, and support thoughtful community growth. Reporting to the Assistant City Manager, this executive role leads comprehensive planning, economic development strategy, housing and neighborhood programs, and key public assets that shape Middletown’s future.
The Director coordinates citywide efforts to retain and expand existing businesses, recruit new employers, and implement master, neighborhood, and community development plans. This position works closely with regional partners, state agencies, developers, and local stakeholders to advance projects, manage funding programs, and ensure high-quality service delivery across multiple divisions, including Planning & Zoning, Building & Permitting, Economic Development, Code Enforcement, Transit, and Airport operations.
Key Responsibilities
- Lead the City’s overall economic development and growth strategy
- Manage planning, zoning, land use, and long-range community development initiatives
- Oversee housing and urban development programs (CDBG, NSP, HOME)
- Supervise transit operations, the regional airport, and public facilities
- Serve as primary liaison to businesses, developers, and site selectors
- Support business retention, expansion, and site readiness efforts
- Develop marketing strategies to promote the city for investment
- Manage departmental staff, budgets, and cross-department coordination
- Present projects and recommendations to City Council, boards, and the public
Ideal Background
Candidates should bring experience in economic or community development, planning, public administration, or a related field, along with strong leadership, project management, and stakeholder engagement skills. Knowledge of real estate development, economic incentives, and municipal operations is highly valued.
