Overview

This position coordinates, plans, and manages site development, including land and buildings. The role involves collaboration with city, county, and township governments, private developers, landowners, real estate brokers/agents, and community stakeholders to foster investment and strengthen commercial and industrial growth.

Key Responsibilities

  • Identify sites and buildings to advance economic development projects, including property acquisition, redevelopment, and re-use
  • Evaluate sites/buildings for re-use or development; maintain an inventory of available commercial or industrial properties
  • Prepare maps, aerial photos, and other data using geographic mapping software as needed
  • Assist with development agreements, purchase options, easements, leases, and purchase contracts
  • Manage due diligence activities such as site assessments, environmental reviews, and permitting
  • Coordinate infrastructure projects with utilities and roadway systems connected to development
  • Work with financial incentive programs (TIF, Enterprise Zone, Community Reinvestment Areas, tax abatements, Brownfield grants, etc.)
  • Understand zoning, permitting, and regulatory approvals in coordination with city, county, and township planning/building and zoning services
  • Collaborate with developers, engineers, contractors, and real estate brokers on construction and redevelopment projects
  • Coordinate activities with the Port Authority of Allen County on contracts and agreements

Qualifications

  • Bachelor’s degree (Urban Planning, Real Estate, Business, Public Administration, or similar field)
  • 3–7 years of experience in economic development, real estate development, or related project management
  • Strong skills in financial analysis, project planning, contract negotiation, and understanding of development incentives
  • Familiarity with local and state incentive tools (e.g., Enterprise Zone, Community Reinvestment Area, Job Creation Tax Credits)
  • Excellent communication, stakeholder engagement, and presentation skills
  • Ability to manage multiple complex projects simultaneously

Preferred / Nice-to-Have

  • Experience working for city/municipal government or local economic development organization
  • Master’s degree or relevant certification (e.g., Certified Economic Developer)
  • Familiarity with data-driven site selection, GIS mapping, or economic research tools

  • Salary commensurate with experience and education ($75,000 – $85,000)
