Fiscal Officer – Village of New Concord
The Village of New Concord, Ohio is seeking qualified candidates for the full-time position of Fiscal Officer
New Concord, founded in 1828, is the home of Muskingum University and the childhood home of John and Annie Glenn. Its population is 2,360 and the annual budget, $4 million. New Concord is located in Muskingum County and operates as a statutory village as defined by the Ohio Revised Code (ORC.)
The New Concord Fiscal Officer is responsible for the fiscal management and administration of the Village; serves as Clerk of Village Council; manages HR and benefits administration; is responsible for the Village’s public records including records requests and records retention program; and oversees front office staff including the Utility, Mayor’s Court and Income Tax Clerk positions.
The position of Village Fiscal Officer is established under ORC 733.262; duties and functions are prescribed throughout ORC Chapter 733 and also in the Village Officer’s Handbook published by the Auditor of the State of Ohio. This position is responsible for fulfilling all duties and functions of the position under the general laws of the State of Ohio and the ordinances and policies of the Village of New Concord.
This position requires exceptional leadership, management and organization skills. The successful candidate will conduct themselves with the highest standards of ethics and integrity, exercise sound judgment, have strong interpersonal and communication skills, and be a team player and team builder.
Experience in state and federal grant administration and the financing of complex municipal projects is preferred. The Fiscal Officer is expected to stay up-to-date on municipal finance regulations, participate in all required and relevant professional training and have the ability to improve operations and streamline processes. The Fiscal Officer serves at the pleasure of the Mayor and Council, is supervised by the Mayor and works closely with the Village Administrator.
A degree in a related field or any equivalent combination of education and experience that demonstrates increasingly responsible positions is preferred.
Salary is dependent on qualifications. The Village of New Concord offers a full benefits package.
