THIS POSITION IS FUNDED BY GRANTS. EMPLOYMENT IS CONTINGENT UPON CONTINUED FUNDING FROM GRANT PROVIDER. Located at the Athens Campus. We will consider applicants whose primary work setting is offsite, but position requires travel throughout the region.

The Voinovich School of Leadership and Public Service is seeking a flexible, team player who will work with a multidisciplinary team of professional staff, executive consultants, and students to perform project management functions for the program. The Senior Research Manager collaborates with faculty and staff to create, direct, design, and execute internally and externally funded applied research projects/programs including program evaluations and needs assessments and provides direction on research foci of projects and programs to support the development of 5G/Broadband and associated training programs in Southeast Ohio. These selected projects/programs are to further the School’s mission to provide transformative applied learning opportunities to students and to execute projects related to policy innovation, energy and environment, and entrepreneurship and competitiveness in the southern Ohio region and throughout the State of Ohio. The position will be responsible for the work of others. They will have supervisory responsibilities for project staff, graduate students, and undergraduate students. This position will lead the search and selection of project/program team members and will collaborate with external entities on grant subawards. Will be responsible for the completion of high-quality, externally facing deliverables both written and verbal such as presentations.

Duties include:

  1. Supervise and provide overall direction to project teams and project managers of grant administration duties for all funded projects in the broadband and 5G arena. Provide oversight to the program’s research and professional/administrative staff members and students. This requires using knowledge of a broad array of applied research methodologies and high level of technical and specialized knowledge around broadband development and training needs, directs and guides applied research programs/projects. Also apply knowledge of various program evaluation approaches -including utilization focused and developmental evaluation to design and supervise implementation of such approaches by project teams. Collaborate with program staff who are engaged in research and outreach activities in the region and communicate with key stakeholders both internal and external. Ensure all work plans are being executed as described in contracts and ensure all deliverable deadlines are met on time for funded projects.
  2. Participate in the development and execution of overall program strategy around broadband and 5G training programs with the school leader(s) and group members as well as other leaders and staff. Interface with local, regional, and state level stakeholders including elected and appointed officials to support broadband expansion. Serve as an external and internal liaison throughout the region and with state, federal and other program officers and officials associated with the programs.
  3. Develop and maintain programmatic documentation. Independently and collaboratively produce high quality, technical and comprehensive evaluation and research reports and presentations for varied audiences (e.g., public, and professional). (weekly, monthly, quarterly, annually, and as appropriate/as required). Provide quality control assurance for all deliverables from projects prior to their submission to funders.
  4. Work with project sponsors to meet project objectives and direct the collection of quantitative and qualitative data. Facilitate collaborations with any/all other appropriate entities related to the projects as required/as necessary to achieve program goals. Represent Voinovich School at regional and national meetings and related events. Facilitate and coordinate personal, group and online communication between project partners and sponsors. Apply knowledge of relevant research literature during analysis and interpretation of qualitative and/or quantitative results. Identify best practices and successful implementation strategies and develop strategies for dissemination of the information to create an informed populace. Collaborate with faculty, professional staff, and students on other projects/duties as assigned. This includes writing grant applications, project reports, and preparing/giving presentations.

Minimum Requirements

Master’s degree, or equivalent professional degree in Social Sciences, Business, Research, Public Administration, Economics, Education, AND eight or more years of experience working within either the public or private sector AND at least six years of management experience is required. Access to reliable internet to support remote work when needed. Understanding and be able to travel, most often locally to meet project requirements and reporting deadlines or within the state of Ohio; may occasionally be asked to travel out of state to staff college events or national conferences.

Preferred Requirements

Project management experience, stakeholder management experience, and experience in contract administration especially with large contracts, and experience in human capital oversight is also preferred.

Previous experience in and knowledge of broadband/5G development in rural areas and broadband training programs. Public policy, community and economic development programs and rural development/rural policy would be a strong asset to this position and is also preferred.
