Under general supervision, the Economic Development Project Manager II performs economic development and marketing activities of the Economic Development Office to ensure business attraction, business retention and expansion, and small business development. The Economic Development Project Manager II is an initial contact person and information resource for existing businesses and may serve as the initial contact for entrepreneurs and new small businesses. The position is responsible for the delivery of exceptional client services, administration of programs, as well as tracking and reporting on key metrics for both internal and external clients. Under the leadership of the Economic Development Director, the Project Manager will manage the City’s Business Retention and Expansion programming; maintain a database of industrial and commercial properties; participate in marketing efforts; perform public relation functions; participate in managing the City’s economic development website and help manage an annual reporting process for tax incentives. The Project Manager will also assist in the administration of the City’s planned Entrepreneurial Center, including resource development and coordination for small businesses and entrepreneurs. This position also may assist the Economic Development Director in managing the City’s overall branding and marketing efforts in conjunction with the Community Affairs Coordinator. Position requires regular and reliable attendance.
ESSENTIAL FUNCTIONS: For purposes of 42 USC 12101
- Assists in the maintenance, development, and coordination of resources for businesses of all sizes, with a special focus on existing industries.
- Manages and updates the industrial/commercial real property and raw land database to attract new businesses to the City and region.
- Coordinates with internal City Departments such as City Manager’s Office, Planning, Community Development, Public Works, Utilities, and Finance Department on various projects.
- Coordinates with existing organizational partners such as One Columbus, Ohio Department of Development, JobsOhio, Delaware County, Manufacturing Extension Partnership (MEP) at Columbus State, Ohio Wesleyan University (including the Entrepreneur Center).
- Liaises with existing businesses by conducting site visits, coordinates with partner organizations to ensure existing business climate is healthy and willing to expand where appropriate.
- Manages business retention and expansion programming, including volunteer management.
- Plans, monitors, and promotes economic and community development activities for Delaware County and within the region.
- Performs economic development duties including coordinating the City’s tax incentive programs, preparing yearly tax abatement reports, and revolving loan fund while developing and maintaining progress reports for related programs.
- Performs other duties as assigned.

KNOWLEDGE
- Microsoft Office applications (e.g., Outlook, Word, Excel, and Teams) and other computer software
- Knowledge of government structure and process
- Project management experience
- Knowledge of local, regional, State, and Federal programs, fundamentals of negotiations, and general knowledge of incentive structuring
- General knowledge of real estate development and willingness to further knowledge
- Grant writing and management experience

Training, Experience, and Qualifications
- EDUCATION/EXPERIENCE
- Bachelor’s degree in Planning, Public Administration, Political Science, Business Administration, Communications, Real Estate Development, Environmental Science, Engineering, IT, or related field.
- A minimum of one to two (1 – 2) years relevant work experience including but not limited to working for a government or non-profit, regional economic development organization, corporate business office, or another relevant field. Professional internships can be included.
- Must possess a valid Ohio driver’s license and have an acceptable driving record and ability to maintain insurability under the City’s vehicle insurance policy. Must meet and maintain qualifications for driving at all times and as a continued condition of employment.
