Contract Manager
The Clermont County Community and Economic Development Department is currently seeking qualified candidates for the full-time position of Contract Manager. The Clermont CED Department includes GIS, Planning, Building & Zoning, Economic Development, and Community Development. This position primarily supports our Community Development efforts.
The Contract Manager supports operations of grant programs the department administers including HOME, CDBG, as well as other grants awarded to the department. Assist in preparing and conducting public presentations and reports related to HUD or other grant programs. Prepares and submits contracts for professional services, construction, and subrecipients to the Board of County Commissioners for approval. Assist with preparing construction bid packets, contractor agreements, or project change order agreements for projects utilizing grant funds and completing required documentation, in accordance with County policies, for addition to the County Commissioners’ agenda. May be required to conduct onsite visits of unfinished construction sites for reporting or monitoring of projects. Submits Environmental Reviews, in consultation with a consultant, to HUD for approval.
Prepares the Budget and appropriation request. Manages department’s appropriation including processing of payroll, travel & training requests, and obtaining purchase orders, processes monthly invoices and pay-ins, maintains current appropriation balances, and provides financial reports as needed. Ensures all grant financial records are maintained in compliance with HUD or other granting agency guidelines and completes monitoring reports, annual audits, or requests for information from those agencies as needed.
Develop and maintain a record control system for all contracts, grants, and related data. Provide updated reports to Administrator concerning contract status, expiration, amendments, renewals and/or cancellations. Provide technical assistance and administrative guidance to Administrator relative to contract and grant development and/or compliance.
Provides general administrative/clerical support including, but not limited to; generates correspondence, prepares presentations, spreadsheets and other formal documents; makes travel arrangements; schedules meetings, conferences, etc.; performs data entry and retrieval; explains programs to the public; handles sensitive contacts and/or inquiries from the general public and/or other offices and officials.
Salary: Contingent upon qualifications/experience. Range $25.17/hr ($52,353.60 annually) to $34.67/hr ($72,113.60 annually)

Core Hours: Monday – Friday – 8:00 AM to 4:30 PM
Probationary Period: 120 days

Qualifications:
Must have and maintain a valid driver’s license with an acceptable driving record. Excellent communication and interpersonal skills are required. Also requires a high school education or GED equivalent; (undergraduate course work in Business Administration, Public Administration, or a related field preferred)
-or 5 years of working experience in a business, government, or non-profit organization performing administrative tasks of a legal, technical, or complex nature.
Must be able to type accurately. Optimum typing speed is 50 wpm. Must be proficient in the use of MS Windows, word processing and spreadsheet computer software. Must be proficient at capturing information in various formats as provided e.g., orally, written, typed, recorded and electronically supplied. Transforms, stores, and transfers that information into multiple software formats and applies the information to produce documents, reports, and correspondence in a media format useful to the customer. Must be able to calculate decimals, fractions, and percentages. Must be familiar with office practices and procedures and government structure and processes. Duties are performed seated, standing, or walking at will. Job requires no more than normal physical abilities such as lifting no more than 25 pounds and normal visual and hearing acuity. Work is performed in a standard office setting with adequate lighting, heating, and ventilation.
