POSITION DESCRIPTION – Assistant Fiscal Officer – (Fiscal Manager)
GENERAL PURPOSE:
To provide assistance to the fiscal officer, or deputy fiscal officer, and the administrator. Responsibility for record keeping, receiving and disbursing funds, financial accounting and providing administrative support.
SUPERVISION RECEIVED:
Shall serve at the pleasure and under the general direction of the fiscal officer. Works under the general supervision of the administrator.
SUPERVISION EXERCISED:
Exercises direct supervision of administrative clerks for accounts payable and waste collection. May exercise supervision over clerical, temporary or other staff as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Assists with keeping an accurate record of the proceedings of the board of township trustees at all meetings, and an accurate record of all its accounts and transactions
- Responsibility for processing, operation and maintenance of the Visual Intelligence Portfolio (VIP) Accounting system consisting of general ledger, accounts payable, purchasing, accounts receivable, bank reconciliation, project accounting & budget control
- Assists with preparation, submission and filing of monthly, quarterly and annual reports
- Assists with fiscal policy and procedure development, modification and implementation
- Directs, manages and evaluates staff in accounts payable and waste collection
- Assists with direction and supervision of the fiscal operations of the township
- Assists in the preparation and maintenance of the annual budget
- Monitors appropriations, expenditures and encumbrances
- Helps establish and maintain internal controls to ensure accurate and timely processing
- Completes all education programs and continuing education courses required of township fiscal officers
- Other duties as delegated by the fiscal officer and/or assigned by the administrator
DESIRABLE MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in accounting, business or a closely related field preferred, and
- Four (4) years of related experience, or
- Any equivalent combination of education and responsible experience
NECESSARY KNOWLEDGE, SKILLS, ABILITIES:
- Working knowledge of generally accepted accounting principles (GAAP) and practices; working knowledge of the principles and practices of modern public administration; working knowledge of human resource administration; working knowledge of modern records management techniques.
- Skill in operation of listed tools and equipment.
- Ability to accurately record and maintain records
- Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials and the public.
- Ability to transcribe or report meeting minutes of meetings and the ability to compose correspondence, policies, and reports as required.
- Ability to effectively communicate verbally and in writing.
TOOLS AND EQUIPMENT USED:
Personal computer, including spreadsheets, word processing and financial management software, calculator, telephone, copy machine, postage machine, fax machine.
