POSITION DESCRIPTION –  CODE COMPLIANCE MANAGER

General Purpose:
Code Compliance Manager will oversee and enhance the township’s code enforcement and zoning compliance operations. This position is responsible for administering and enforcing zoning, property maintenance, nuisance, and dangerous property resolutions. The Code Compliance Manager will manage day-to-day operations, process zoning certificates and permits, and ensure adherence to all township resolutions and regulations.

Supervision Received :

Works under the general supervision of the Development Director.

Pay Range:  $51,584 – $71,151

Essential Duties and Responsibilities:

  1. Zoning and Permit Management: Oversee the processing of applications for zoning permits, variances, and planning-related approvals. Determine compliance with zoning resolutions for all permit applications.
  2. Code Enforcement Supervision: Manage and supervise all code enforcement activities within the Development Department, including supervision of code enforcement staff. Ensure effective enforcement of township zoning, property maintenance, nuisance, and dangerous property regulations.
  3. Record Maintenance and Reporting: Maintain accurate records of zoning applications, determinations, and enforcement actions. Provide reports, charts, graphs, and maps using research data in formats utilizing various software including Microsoft Excel, Word, and ArcView GIS.
  4. Liaison and Support: Serve as a liaison and provide staff support for the Board of Zoning Appeals, and Zoning Commission.  Staff support will be required from time to time for the Board of Trustees as well. Offer technical assistance on zoning regulations and community planning issues in community meetings.
  5. Public Interaction: Provide support to the public, applicants, developers, and others needing assistance with zoning, property maintenance, nuisance, and dangerous property inquiries, proposals, and applications.
  6. Project Management and Research: Manage special projects as assigned by the Development Director. Conduct research on development-related topics and ensure the township’s policies align with current regulations and community needs.
  7. Professional Development: Participate in professional organizations and meetings relevant to departmental functions and community development.

 

Desirable Minimum Qualifications:

  1. Bachelor’s degree in Urban Planning, Public Administration, or a related field; or combination of work experience.
  2. Preferred five years of experience in zoning administration, code enforcement, or a closely related field, including supervisory experience.
  3. Thorough knowledge of zoning laws, property maintenance codes, and enforcement principles.
  4. Strong organizational and leadership skills.
  5. Excellent communication skills, both verbal and written. Proficiency in GIS and other relevant software.

 

Necessary Knowledge, Skills, and Abilities:

  • Personal computer, mainframe computer terminal, word processing software, copy machine, postage machine, fax machine, calculator.

 

Physical Demands and Work Environment:

  • The job is primarily performed in an office setting with typical physical demands for office work. The noise level is usually quiet.
