The Manager of Real Estate is a key position in the city responsible for managing the city’s real estate portfolio and land disposition strategy. This role involves overseeing the leasing and licensing programs of city-owned properties and serving as the primary point of contact for inquiries from both potential buyers and city personnel.
In addition to managing the day-to-day work involving the city’s real estate portfolio, the Manager of Real Estate must also be able to manage multiple transactions simultaneously, utilizing proactive problem-solving skills and maintaining continuous communication with prospective buyers. The Manager of Real Estate is responsible for making recommendations to the administration regarding the disposition of surplus property to prospective purchasers and must use sound judgment when making these recommendations.
The Manager of Real Estate also oversees the City’s real property tax exemption incentives, including the Community Reinvestment Area, Enterprise Zone, and Tax Increment Financing programs. This requires an in-depth knowledge of the relevant tax laws and regulations, as well as the ability to develop and implement effective strategies for promoting economic development in the community.
Overall, the Manager of Real Estate plays a critical role in the city administration and must possess a range of skills and expertise in order to effectively manage the city’s real estate portfolio and land disposition strategy.
ESSENTIAL JOB FUNCTIONS:
- Maintains a comprehensive database of city-owned property, which includes all relevant information such as appraisals, title work, surveys, and environmental site assessments. This database is essential for developing a comprehensive plan and implementation strategy for the disposition of surplus city-owned real estate.
- Reviews all relevant documents associated with property disposition and acquisition, including development agreements, real estate purchase agreements, easements, legal descriptions, deeds, and other related documents.
- Works closely with commercial real estate brokers and community partners to market city-owned property opportunities effectively.
- Works closely with the Law Department to develop and create development agreements, real estate purchase agreements, and ordinances for approval.
- Serves as a liaison to the Lucas County Land Reutilization Corporation for all bulk property transfers of residential vacant lots and other projects involving the exchange of real estate between the two organizations.
- Plays a crucial role in facilitating communication and the exchange of information between various entities or persons and city departments, as it relates to the disposition of city-owned real estate.
- Oversees the city’s lease, license, and residential vacant lot programs and the Community Reinvestment Area, Enterprise Zone, and Tax Increment Financing incentive programs.
- Performs other duties as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:- Real Estate principles and practices, including real estate closing procedures, transfer requirements and recording standards set by Lucas County Tax Map and the Lucas County Auditor.
- Relevant laws, regulations, and legal processes associated with real estate transactions.
- The Community Reinvestment Area, Enterprise Zone, and Tax Increment Financing incentive programs and be able to apply them effectively to promote economic development in the community.
- The state of Ohio’s tax exemption laws for city-owned properties and be able to apply and monitor tax emptions.
- Microsoft Office, including Windows, Word, Outlook, Excel and PowerPoint, Salesforce, Lucas County Aries, and ArcGIS.
Skill in:
- Communicating effectively with a wide range of stakeholders, including prospective purchases, city personnel, and community partners.
- Negotiating favorable terms and conditions for the city in real estate transactions.
Ability to:
- Read properly legal descriptions, including section descriptions.
- Manage multiple real estate transactions simultaneously and coordinate with a diverse group of stakeholders, requiring excellent project management skills.
- Analyze complex data and financial information, including appraisals, title work, and environmental assessments, to make sound recommendations regarding property disposition and acquisition.
- Pay close attention to detail to ensure that all relevant documents and information are accurate and up to date.
- Manage multiple real estate transactions simultaneously while maintaining attention to detail.
- Establish and maintain effective working relationships with subordinates, peers, superiors, vendor representatives and clients.
- Maintain confidentiality.
REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
- Bachelor’s degree in in Real Estate, Business Administration, Public Administration, Urban Planning, or a closely related area.
- Two (2) years of relevant work experience.
PREFERRED EDUCATION, EXPERIENCE AND CERTIFICATIONS:
- Ohio Certified Economic Developer, Ohio Economic Development Association.
- Certified Economic Developer, International Economic Development Council.
