About Us:
The Lake Development Authority was created in February 2007 to promote projects that will provide for the creation of jobs and employment opportunities and improve the economic welfare of the people residing in Lake County. Lake Development Authority is a Port Authority under Ohio law which allows us to offer a variety of economic development tools. Port Authorities have important development powers such as the ability to acquire, lease, and improve property, and to issue taxable and tax exempt bonds. We are the economic development arm of the Lake County Board of Commissioners and have a wide variety of responsibilities and resources. Our organization assists with the planning and execution of business expansion and new development within Lake County. Because we are a Port Authority, we offer a variety of financing options. As organizations aim to develop new spaces for business and recreation, we can help identify and procure available land and buildings that best meet the needs of the project. Additionally, we are the co-sponsors of the Lake County Executive Airport with the Lake County Board of Commissioners.

Position Description:
The Director of Public Finance and Controller is responsible for the overall financial management of the Lake Development Authority (LDA) and Lake County Executive Airport (airport) including all financial program activities and administration, financial transactions, accounting, reporting, budgeting and controls. This person is a reliable professional with broad knowledge of public finance programs and activities leading to economic growth and development for the Community. This individual also has broad knowledge in accounting and financial management. This position reports directly to the Executive Director.

Responsibilities- Director of Public Finance
• Promote and manage all LDA finance programs including application, structuring, closing and post-closing administration.
• Finance programs include (but not limited to) issuance of taxable and tax-exempt bonds including Capital Lease Revenue bonds, energy loan programs (PACE), and other State instituted economic development programs.
• Manage/Coordinate special projects undertaken by LDA at the direction of LDA Board or Board of Lake County Commissioners.
• Oversee LDA owned industrial property.
• Manager of the Lake County Enterprise Zone for the Board of Lake County Commissioners including tax abatement applications, approvals, monitoring and reporting.
• Liaison to local, regional and state economic development individuals and organizations including government officials, Team Neo and Jobs Ohio.
• Administrator for the Lake County Communities Energy Special Improvement District (ESID).
• Create and foster relationships with local businesses ensuring their familiarity with economic development tools and programs available to them; especially to middle market and large companies having a potential higher need for LDA Finance Programs.
• Participate with LDA Board and Executive Director in developing new opportunities to foster and cultivate economic development throughout Lake County.

Responsibilities-Controller
• Prepare, obtain approval, and manage all budgets for LDA and airport; making budget adjustments when required.
• Co-ordinate/communicate with Board of Lake County Commissioners all LDA and airport financial and related matters including annual operating budget allocations, grant matching, and special requests.
• Oversee preparation of financial statements and provide LDA Board periodic financial report and budget updates.
• Co-ordinate with CPA annual financial statement preparation in accordance with GAAP and state reporting requirements.
• Annually co-ordinate all activities related to preparation and filing of LDAs state audit report.
• Review and monitor all banking activities and transactions.
• Oversee all purchasing and payroll activities.
• Ensure that adequate financial controls are in place to safeguard all financial and capital assets.
• Manage any requirements related to LDA owned (non airport) properties.
• Manage all insurance for LDA, airport and LDA owned properties.
• Periodic review and evaluation of LDAs healthcare and other benefits.

Requirements and Skills
• Bachelor’s (or similar) degree in a business-related field. (Finance and/or accounting strongly preferred).
• Experience in public financing programs developed through positions of progressively increasing responsibility.
• A minimum of 5 years’ experience in managing public or private finance programs.
• Background in economic development incentive programs including incentive grants, tax abatement, TIFs and tax credits, etc.
• Experience in budget preparation, project management and business management activities.
• Highly developed communication skills including negotiation and public speaking.

Compensation:
The Director of Public Finance and Controller will be expected to work 40 hours a week. The starting salary will begin between $70,000-$85,000, commensurate with experience. May have to work over 40 hours a week occasionally. This position is eligible for a generous benefits package including: Public Service Loan Forgiveness (PLSF), Medical, Prescription, and Dental insurance, Ohio Public Employees Retirement System (OPERS) benefits, deferred compensation program, paid vacation, sick time, and paid County holidays.
